What is the name of your state? Pennsylvania
I am currently in a dispute related to a change in my cellphone contract. My original written contract stated free cellphone to cellphone service for ~$100.00 per month. My juvenile step-daughter is 15 years old, and decided to call and increase my monthly minutes, which Cingulair allowed her to do. They allege she also removed the family talk feature, and my next bill was for $2700. I have contacted the office of the president for the company, and they are sticking to the position that my wife made the changes,and even if it was my juvenile daughter I am liable for her actions. Is there any federal regulatory body to file a complaint with, or any recourse to have this account removed from my credit report?

As long as the credit report is accurate, you have no recourse for removal.
