I rent a house in New Jersey in which does not have a certificate of occupancy. Someone mentioned to me that if there is no c/o then I am able to sue and get my rent back for each month I paid. I have been there several years and now since the winter water pipes break which causes the waste of my oil in which i pay for, for heat and hot water. Landlord response is oh well. I am mostly concerned with the certificate of occupancy issue and if I am able to get each months rent back. Please respond Thank you.

First off the lanlord will be allowed to collect rent unless the place is so bad it violates health codes.

So getting back rent is out of the question......

You will learn from this, that a Landlord is responsible for everything, and if YOU pay for things then YOU get screwed.

YOU do not pay for water, repairs , and If you pay for heat and pipes break, wasting oil......YOU get the landlord to fix it, or move....YOU do not stay somewhere and go broke over this. got that?

Never live without a lease, you have rights that way.

Time to move on and report him to the buildings or zoning dept.so they can fine him and keep him from renting to another sucker,,,, ahem tenant
