Hi,
My husband came to US in March 2000. He stayed at Address 1 and moved to a Address 2 in September 2000. We have resided at Address 2 since then till March 31st 2005. We have not reported any change of address as the regulations were not in effect then.

Now we are moving to Address 3 and filing the AR-11 form. But I would like to know if we broke any rules by not reporting our residence change to Address 2 ?

The regulation has always been in effect but it was just not being enforced as strictly. I would advise you to report the change of address as soon as you can to set the record straight.
