What is the name of your state? NY
Is it legal for a Medical school to change their policy regarding how grades are issued/decided after a handbook addendum was previously issued at the beginning of the school year? There is no new written documentation to the change, just what the course director stated. Many students have been dismissed due to the change.

Check your state education laws. I recently had a situation in Tennessee in which a policy was changed and many students were close to being removed from an Allied Health program after completing 2/3 of it. After checking laws, I discovered that they had broken many public higher education laws. (if that's what they are called)
I wrote a letter to the school's president and the problem simply 'went away'. Nobody was removed from the program, as had been stated in writing previously.
Our particular program faculty simply thought that what they were doing was okay, and they did not know the legal side of what they were doing.
As it turned out, I had a contract right to enforce continuing my education because of the amount that I had already completed, and a law in the tennessee board of regent's higher education commission stating that 'once enrolled in a program, a student has a reasonable right to complete their education based on the requirements at the time of admissions'.
So, you may have something like that in your state's lawbooks in regards to higher education.
