Changing locks for late fees? That legal?

What is the name of your state (only U.S. law)? Missouri

Another client of mine has been in a heated debate with his apartment complex about making repairs. He has put them in writing and sent several letters but they still have not repaired them. So he has a floating late fee balance close to $180 I think. I believe he said its $75 a month if he pays beyond the 5th. So, he just called me saying they came by and threatened to change the locks on him Monday if the late fees are not paid. His late is not late and he does not have any past due rental amount. On a side note, when they came by his place they were knocking like crazy and cursing at his roommate because he’s not on the lease. For some reason, the collection's guy of the complex thinks it’s legal to curse out anyone not on the lease. My client will be calling the actual landlord management on Monday about that.

Back on topic, can they do this? I've asked him not seek another place due to constant unprofessionalism and problems.
