Changing restrictive convenants and Recording fee

Hello, I just put an offer in on land and requested a vote to change a line or item on the restrictive convenants. The vote was passed and accepted, but the land owner indicated that it must be changed and recorded. What all is involved in changing and recording the change to the convenants? The item I had changed was the amount of brick to be used on a home being built from 50% to 35% Currenlty there are no homes built on these lots/subdivision. He indicated that there is a lawyer fee and a filing/recording fee to change them. I'm OK with the recording fee, but why would a laywer need to be envolved? It's only changing two numbers in the covenants.

Even attorneys don't like to do deeds. They go to people who specialize in doing so.
