i currently reside in new jersey. about a year ago, i filed a chapter 13 bankruptcy which was dismissed due to nonpayment. i eventually lost my home in foreclosure. currently i am renting and one of my creditors has issued a court levy against my bank account. i dont have much, currently i am unemployed. i was thinking of filing a chapter 7 to protect myself against other creditors. is this a wise? can a chapter 7 stop the levy against my account? now that the levy is on my account, what do i have to do? i owe 6,000?

Looks to me as if you have no choice. You should have converted the 13 to a 7 immediately. See a lawyer ASAP.
