charge of PTO on off day

What is the name of your state? Virginia

Can a private employer (health care) charge a part time employee PTO (paid
time off) on a non work day for a meeting (mandatory)? I have always thought leave (sick/PTO/LWOP, etc.) could only be charged on a schedule work day. thanks.

I don't quite understand what you're saying. Are you saying you attended the meeting and were paid for it - and they "charged" that paid time to your PTO bank?

Or are you saying you skipped the mandatory meeting and they paid you for it anyway and charged that time to PTO? I'm guessing it's the latter and if that's the case, yes they can do that. They don't have to provide you with PTO, vacation, paid sick or paid personal time in the first place and if your employer elects to do so, they petty much determine all the rules of the road in how it's used. Your employer may also change your work schedule anytime they wish, including requiring you to work or attend meetings on a day you're not usually scheduled to work.
