I am a student at a public university in the State of Ohio. I recently had major foot surgery and am unable to walk without the assistance of crutches. I live a fair distance from the campus, so I recently went to parking services to inquire about their handicap parking. While they have spots designated for people with disabilities, you must pay $150/quarter to park there. Is this legal? It doesn't make sense why anyone with a disability, especially if they cannot walk to class, would have to pay to park, even with a state issued handicap placard. Any feedback would be greatly appreciated.

As far as regular parking, there is a fee for all garages and lots. So I believe the answer to your question is, yes.

They can charge for parking in the lot. I'm assuming the fee is the same or less then normally charged to those who park there and not an additional fee on top of the normal charges. If so, it's fine. If an additional or increased amount, then, not fine.
