What is the name of your state (only U.S. law)? PA What is law regarding 2 minors engaging in sexual abuse? One 7, the other 13. No intercourse but playing with each other's genetils. thanks

The teen is sexually molesting the 7 year old child. Has CPS, police...Anyone been alerted to this situation? Has the 13 yo been removed from the house (if the children are siblings)? Are you a parent to either of these children?
