child custody problems

Can a mother who only has one over night visit per week take her child from new jersey to maryland to see her boyfriend that is not the childs father. where she resently moved to

Does this happen strictly when she has the child..ie doesn't interfere with returning the child on time etc...?

the mother never in 5 years has brought him back at the time that the court said she was sapose to she doesn't want him she just is doing this for show to say i have a son. she tried to claim him on income tax when she has never bought him anything in his whole life and does not have custody
