my ex is taking our daughter out of the country permanently. She has not asked me my permission and I am sure that she has no intention of honoring the vistiation agreement but fully expects me to continue paying child support. Can she do this?

If you allow it, yes.

You should retain a family law attorney immediately and file to stop the move. Once out of the country, she can do what she wants and you will have very little recourse.
