I divorced in April 1996. My x husband owed child support for our 2 children from that date until Sept 1999. We made an agreement between ourselves that he would take the 2 kids until June 2001 while I moved to another state and went to college. This is July and he still will not let me take the children back, 2 girls, ages 10 and 12. Our agreement did not go through the court. In the last 2 years he went to Welfare, without my knowledge for help, now they want to garnish my wages. I told them my story, they are holding a hearing but they told me to get the kids back. If I am the parent who was granted custody of the kids, what is my rights. Please help. I live in Washington State.
