What is the name of your state? CA

My children and many other kids in the neighborhood (most of them in the age group 3 to 12) get together most evenings and play. They typically play on the streets or on the sidewalk but rarely step onto other people's personal property including lawns or personal area. Our street btw is an inner community property and is not a cross-street. There are always the occassional cars of people living in the neighborhood.

One of the property owners in the community has been presumably (as per the kids) harrasing them and taking pictures and sending them to the community bulletin board - presumably because they are loud. She has used the pretext that kids are in danger while playing in the neighborhood streets. There have been times when she has presumably yelled obscenities at them. So my questions are:

1. Aren't kids allowed to play in the neighbourhood (there is no association bylaw that says otherwise)? I can understand if some personal property was damaged.
2. Isn't it illegal to take pictures of minors without their parent's consent and to top it off posting them?
3. Almost always some parent or the other keeps vigil while the kids are playing - infact the parents take turns in doing so. So what collective action is possible?

Any inputs would be greatly appreciated.
