ok. first of all, i have known his exact address every day of the nine yrs until she poofed to texas last july. there was no court order on anything. not garnishments, not even child support. there is not even a court order as to who has custody(does this have any bearing?). i have been looking for him since they disappeared in july. i just havent been to see him in 5 yrs & the divorce was the thing that was 9 yrs ago.
Sorry but if your check is being garnished and she went thru the county to do that and it is sent to child support enforcement in California then you do have a court order for child support.
You say all of this was done in NC so that is who has jurisdiction in this case and you can start any of your legal actions there as long as you stilll live there.
Now as far as finding her you may have a problem there if she is homeless, however I would try the homeless shelters in the area where she was last known to be. As far as serving her goes you would attempt to send it to her last known address.
Send her a letter to her last known address with "return address requested" on the envelope, if she put in a forwarding address you will get a notice with that new address on it.
