I live in California. I know that parental consent is required, but is it required from both the mother and father, if the child lives with both? And, if the significant other is over 18, is that a problem? Also, if one of the parents opposes, how will it affect the consent?

Is there a court order stating who has custody? Legal custody? If so then yes they would both need to consent. Better question though is not a legal one but what parent in the right mind would WANT their minor child to get married? Hello!:rolleyes:
