What is the name of your state (only U.S. law)? texas. I have been divorced since 1995. My exhusband has been incarcerated on and off during this time. Is he responsible for his child support while in jail/prision?

Has he gone to court and gotten a modification that abated the support during his incarceration?

If not, then yes, he still owes any court ordered CS that accrued during his incarceration.
