Child support is paid to help maintain a standard of living that the children were accustomed to or would have had had the parents stayed together. Therefore unless the CP agrees by court order to allow the money to be paid to a savings for the kids college it is a no go... That would put the sole responsibility of providing rent, utilities, clothing, food and extra curricular activities of the child onto one parent. Support isnt for the child to spend as they see fit, it is for the parent to provide a standard of living for the child.
As for the suspended payments during the summer, most courts will not allow that either. As a home still has to be maintained so the child has a home to return to when the period of visitation is over with the NCP... Also, the CP has extra expenses at the end of the summer months in purchasing school supplies and clothing for the child(ren) to return to school.
