Back child support

Petitioner alleged resident of Tarrant County, Texas while Respondent is a NY resident turned Californian resident as of 4/17/01. My husband Filed Divorce Petition in Texas in August 2000 which is being contested by respondent for unresolved issues.
Can respondent ask for back child support for children now over 18 years of age. (Children were 14 and 16 years old at the time Petitioner left). I have no formal order to pay only his promise to support them and an old written separation agreement but not notarized.

Thank you in advance.
