i live in ny. daughter at 13 went to live in iowa with father. she wound up in foster care without my knowledge. child support says there is a court order from 1991 to pay for her care and they just froze my checking account in may 2001. is there a statute of limitaions and what can i do?

I fail to understand how you seem not to have known there is a child support order that was established since 1991 to the present. If this is a child support order from NY than there is a statute of limitions of 20 years to collect on arrears (effective date of statue 8/1989). You seem shocked that an order exists, were you ever served? You need to open your family court files and see whats inside

Just to make this clear I do not remember ever getting the Court order in 1991 and I definetely did not sign for anything.

If you rece'd a copy of the court you were served. there is nothing that has to be signed. they also report this on your credit reports monthly..hopefully the other parent has been paying which made the welfare pool loweer for you..
