legal rights for father

my husband and I live in Tenessee, however his exwife lives in Kentucky. His divorce decree state that he will pay child support until the child's 18th birthday. his exwife is now trying to get more child support threw the welfare office. he has two children one of which will be 19 in August. the other is 16 going on 17. the older child has a 2 year old daughter and is not living with the mother. the 16 year old is now pregnant. Is he obligated to pay the full amount of the decree or is it cut in half as the divorce decree states that the support will be treminated upon the childs 18 birthday,death, marriage or other emancipation. Is he also obligated to pay support if the older child goes back to school to get her GED? Please help

He is not obligated to pay for the 19 year old. He will need to petition the courts to get the amount re-calculated and the older child removed from the equation.

Obvious the mother never had the birth control talk with the children...

Filing will be a problem. My husband just left for Korea on Sunday. That is the day his ex called and asked for a paper stating that he is paying child support. She waited hoping that she can get the welfare office on her side. I did send the paper stating he was paying by check or western union. she called back and wants me to state how much is being paid. She says that the welfare office knows he is paying. She is trying to get more money. she has said that she knows she can because our combined income is enough to get an increase in child support. however my husband and i have 4 children together. i have checked into using my income for calculation, she can not because i have 4 children to support. if the welfare decides to increase payment it will be very difficult for us. we just bought a house so we don't have to live in government quarters and he loses about 300 dollars a month from his pay for being over seas. I really don't want to lose this house and my income alone puts me in the poverty level. great for a teacher
Can I file for him with my power of attorney or does he need to try to get legal help from Korea and send the info back to me or the courts?
