What is the name of your state (only U.S. law)? PA
Can an employer take vacation back from employees after it was given to them on January 1, 2009? The CEO now wants to go back and allot vacation on a monthly basis. The old process, entire vacation amount given on Jan. 1, has been in place since 2005.

Yes, assuming this is just a company policy and not addressed by a bona fide employment contract or CBA. PA law would not prohibit such a change, even retroactively (and this isn't that retroactive.

It is very unusual to give vacation in a "lump sum", immediately vested, at the beginning of the year. Accruing the time as hours are worked is MUCH more common and a better business practice.
