What is the name of your state? California

I would like to know what steps an American citizen can take to exert pressure on the government to enforce the law(s). No, that's too general, what I mean is a specific law. I know I have the vote, and I can circulate petitions, write or call my Senator or Representative, join groups of people with the same grievance, etc., but I am thinking of something more direct and more effective. I'm thinking of lawsuits. Is there any procedure, any mechanism, any precedent for doing this? Does an ordinary citizen have any standing in the courts to do this? If so, what must he contend or prove to even get his suit considered?
