Hi,
My friend applied for her citizenship but got denied because she did not meet the 5 year physical presence in the USA. HOwever, I think my friend qualifies under special circumstances. This is her case:
Panamanian citizen married to a military US green card holder.
After one year of marriage, my friend gets her green card. After this, she joins her husband in Germany. She lives in Germany one year then returns to Panama to work in the Panama Canal Commission (which is part of the US Federal Government). She works for the Panama Canal Commission for 4 years. Doesn't this time count for her citizenship? The first year she was in an American military base in Germany and the other 4 years whe lived in Panama working for the Panama Canal, which is US Federal Government office.
