If you were born on US soil then yes. Make sure you have a copy of your birth certificate and then contact the US embassy for more details.

i want to apply for and american passport because i was born on american soil.

does the fact that my father was in diplomatic service at
the time change anything?

why do i need to have my parents passport?
what if i don't?
is it thier passport then or now?

You need your birth certificate to show that you were born in the US.
