What is the name of your state?illinois Can a City Code Department (for residential homes) apply their rules differently to residents (live in home continually) and nonresidents (you use the home irregularly, e.g. as an art studio or a vacation home? Assume that the property is maintained, grass cut,taxes paid on time, ect. Can they discriminate and apply their rules as they desire dispite the fact that they are published in a Code Book? Would it make a difference if the homeowner is 72? Basically, property maintained, you don't live here, therefore we're going to cite you for this and this (minor items), but if you live here, we'll just look the other way. And they look the other way on many poorly maintained properties. Can they legally do that?
