What is the name of your state (only U.S. law)? I HAVE A QUESTION REGARDING A CHANGE IN MY CITY ORDIANCE, CAN YOU HELP ME IF I ASK THE QUESTION. MESNELL, KEMAH, TEXAS

Change in City Ordinance since hurricane IKE

On 9-13-08 Ike caused a small amount of water/flood damage to my mobile home in Kemah, TX., located on my private residential lot. The Ordinance in effect 0n 9-13-08 was, "I CAN replace my home with like, if damaged by flood, fire etc." On 10-13-08 Kemah City council changed the Ordinance to read "I CAN NOT replace or repair a mobile home on private property if damaged by flood, fire etc."

I have been denied a permit to repair, even though I am under the 50% rule by FEMA. I was also told I could not get a permit to replace.

I am 70 years old and have done everything the city has ask, however, they keep changing the rules. My questions is, what is my real legal rights, under the law, regarding the replacement Ord. that was in effect at the time of the damage. I need the mobile home rents to pay the note. I did not have flood insurance.

The only changes in the ordinance was from you can to you cannot, no time limits, no nothing regarding the existing ordinance. Thank you, Maryellen Snell 281 334 654.

Not legal advice. It would be worth money in my opinion to invest money on a lawyer. City council is not court. Yours is a legal issue and a lawyer can word a good angle better.
