I live in Michigan -- (sorry if wrong forum, could not decide the appropriate one)
I wake up at noon today and hear a guy outside digging a hole in our front yard... We asked what he was doing, and he indicated that he was shutting off our water due to non-payment. This was a big surprise since we always stay on top of our bills.
I looked through some paperwork and did find the following info:
Billing date: 12/9/05
Past due after: 1/4/06
Total due: 361.78
Also, it read "10% penalty will be added if not paid by due date."
a) This bill is the only notice we ever received. We called the city and they claimed that they sent another notice, but we never got anything.
b) The guy never knocked on the door or asked for any money. We would have gladly paid. A simple phone call or anything would have took care of the situation, instead, he starts digging a big hole in the yard to disable our water. This took him about 30 minutes, knocking on our door or calling would have resulted in quick payment in less than 5 minutes.
We are not some of those people that try to avoid bills. We always try to pay on time and be on top of things, we simply FORGOT... and my dad was out of town. Can they do this when it says they will add a 10% penalty, but instead, they just started digging without even informing us or asking for the money (other than the inital bill)?
Now we've got this spot in our yard with dirt everywhere, and I was late for my meeting. Your advice is greatly appreciated.
