IF local and county law enforcement agencies verbally indicate knowledge of criminal activity ;persons and location involved; to surrounding residents but fail to abate the danger from the neighborhood (short staffed, blah blah blah excuses) in a timely manner since they also indicate an arrest may be coming soon...


CAN residents sue the city for willful negligence if someone is injured by the presence of these criminals and their activities?

A: No; they have a general duty to protect the populace but they do not have a specific duty to protect any certain person.

That, and there is governmental immunity for discretionary functions (whether to arrest or function is discretionary).
