city taking land?

i live in ohio, our city has published a "wish list" of things to be done in the future (they call it the master plan). one of them includes running a street through my living room. if i want to move do i have to disclose this, i am sure no one will want to buy our house now, is the city now responsible for buying our home since they have killed our resale value? we have put over 60k in improvements into our home, how will we ever get this back? can we force the city to buy our home at market value plus improvements?

You should consult a real estate attorney to communicate with the City.
If your porperty is needed by the City you will be paid just compensation ie. fair market value.
FMV is market value inclusive of the improvements not in addition to.
