What is the name of your state? UT

I realized my city utilities charge has been double what I should have been paying since I bought the house. I called them and asked about it and they said they can't give me a refund but will fix the problem now. This is around $10,000 of over charges. Is there something I can do about this? Any advice? Surely if it was the other way around they would charge me the amount I owed.
