What is the name of your state (only U.S. law)? NC
I bought a new house on the 25th. Upon moving in there was some water damage due to an opened washer spicket. The water was turned on on the 24th. I immediately called homeonwers insurance and they sent out water removal team. The team met with an adjuster who recommended removal of floors, a/c, some drywall to help the process of drying. Now that I am dealing with a claims agent at homeowners he is saying they might not cover me due to the fact the damage occured the day before I owned the home. Now since they authorized all this work to be started are they not required to pay to finish the job?

It sounds like they are right. YOU authorized the work, not the insurance company. And if the water was turned on on the 24th, and the policy didn't start until the 25th, then the water damage DID start before the policy did. You need to contact the previous homeowner or your previous insurance company.
