My response:
Check your State's laws, but you have to wait a certain number of no-offense years before you can petition the court for a record expungement. If the question is merely, "Have you ever been convicted of a felony?" then you can say, No. But, if it asks if you have been convicted of a crime, then you should answer, Yes.
