We just purchased a house in New Jersey, an found out that the toilets don't flush. On one visit to the house the toilets flushed, but it was never disclosed that there was a problem. I noticed a weird contraption going from the supply line into the toilet bowl, if the toilets don't flush an this becomes an expensive repair, could i hold the sellers liable for not disclosing this.

Hire a licensed plumber to diagnose and fix the problem.
Then we will talk based on what the plumber tells you.
