Do you know if the state of PA requires the employer to mail a Cobra notice to employees once they terminate employment?

I'm a Northern Girl
COBRA is a Federal law. In all 50 states, you have up to 44 days to send the COBRA notice when an employee's employment terminates, regardless of how it terminates. (Gross misconduct is the only exception.)

I am not aware of any state that mandates the method by which the notice must be provided, but I'm sure if I am wrong someone will tell me.
