What is the name of your state (only U.S. law)? colorado
I was laid off in December. My employer let me keep my insurance for six months. My question is, can my family go on COBRA even if my wife has insurance through her employer? We do'nt want to use her insurance because it won't cover my Daughters health needs. What are the new rules as they relate to the stimulus bill providing COBRA subsidy?

I don't know about the subsidy but you can elect Cobra if you wish. It would most likely be best for your wife to go on her own coverage at least, since that will most definitely be cheaper.
