What is the name of your state? West Virginia

My parents own a home that has a Code Enforment letter regarding it. It had a fire and does need a few things fixed which we are in process of getting set up (supplies, 2500 Watt generator just purchased last month, etc.)

In the letter, there are a couple of completely false statements: trash and debris needs removed - there is absolutely nothing to be removed, not even an empty cup or piece of paper... also states that 'Grass, weeds, vines, hegdes..." etc have not been properly maintained - also a lie, I mow it for them and it is kept up better than surrounding properties, in fact MUCH better than some, even raked after mowing if needed. It includes one complaint that we do not have utilities to this structure (did not know all structures needed utilities, and this is not required of many other buildings I am aware of including a house used as storage for a college) One other code officer stated utilities were not needed, now they say that they are??

Who would someone turn to in reporting these false statements. What are chances of a lawsuit regarding a Gov. office?
