My employer has recently forced the HR dept. members (non-management level) to sign a code of conduct restricting our behavior on and off the job. This agreement reads "anytime of day or week, any location". Can my employer regulate my behavior this way? What if I have an intimate relationship with a co-worker? Could my employer fire me based on the code, for that relationship?

If there is no contract, no union, and you are in an at will state, the boss could fire you for any reason or none at all, except for illegal discrimination --sex, age, race, etc.
