I recently purchased a house and got a new phone number. I get calls from collection agencies looking for the previous owner of the house, when i tell them he does not live here and i just bought the house the try to grill me for info. What do i have to do to get them to get it through their heads that the people have left town. Also they cant understand that i have the same phone number that the previous owner had.

I find it a little odd that the phone company would give you the exact same number as the previous residents, that's not usually how it works.

Get the name of the company and their address and send them a cease and desist letter telling them to go away, you are not their target and have no knowledge of the whereabouts of their target. You could also file a complaint with the phone company for harrassment. You could also just ask for another new number.
 
Another possiblity..

Its possible that the collection agency is using one of those "find the phone number at this address" kind of services. It could be even though they say they're calling the number on the old owner's records, they could be just bluffing. If that's the case, then the only way you're going to get rid of these people is to send them a letter telling them you're not who they're looking for. Depending on the CA, you might have to take them to court to make them stop harrassing you.

Well i changed my number and got caller id so i can get his number, guess what it only took him 2 days to get my new number. I told him again that the person that i bought the house from does not live here but he seems not to believe me. I tracked the number to a group called Arcadia Ltd out of texas, what action should i take next. This is getting to more of a problem every day.

Right, send the C&D letter. Complain to the phone company AND I'd call the atty general's office and file a complaint with them too - and then make sure you tell the collection bozo that you've filed a complaint with the AG !
