What is the name of your state? South Carolina

I will not go into the circumstances but I defaulted on a Capital One credit Card in 2002. They sold the debt to a collection agency. The SOL has run out and after 4 years, noone is going to do anything. My question is this: Today I got a letter from Capital One offering to settle this account. If they sold it, why are they continuing to try to contact me? Can they do that?

How do you know the debt was actually sold? If they simply placed it for collections (not sold but hired a CA to collect Capitol One's delinquent accounts) and the collection agency hired failed to succed in collecting the debt, Capitol One may simply be attempting to again collect on the debt. After all, you still do owe it.
