I live in Texas and have several dead-beat accounts that I have tried to collect for some time for medical services rendered. I have tried payment plans and still no response. Can these matters be handled in small claims court (all less than 5000)

If you're planning to be successful in your endeavors to collect your money, then you must read the sites I have suggested, rather than asking more questions. Your latest question is answered on the first site I have listed. As a matter of fact, questions that you haven't even asked yet are answered on the sites I have listed.

An action in small claims court must be brought in the county and precinct in which the defendant resides, except that:
(1) an action on an obligation that the defendant has contracted to perform in a certain county may be brought in that county; and
(2) an action for which venue is proper under Section 15.099, Civil Practice and Remedies Code, may be brought as provided by that section.

If I totally understood the statute, I would not have asked again.
My question pertained to "28.011. section 1 and 2 "Venue.

Have I contracted to perform services as either a medical practioneer or even more specifically as a contracted provider under the memmbers HMO or PPO or does 15.099 allow me to bring action in the county in which I practice.

Since you never mentioned those code sections when you asked your second question, there was no way for me to know what you wanted. However, your question "did" have to do with something that was, in fact, on the first site - - and lo and behold you found the answer by reading.

But, you appear to have come back with an attitude - - so, you're on your own.
