can a collection agency that has purchased an old debt, past 7 years, still continue to add interest charges and attempts to collect even though it is no longer on credit report?

Being in CA, the debt is out of the statute of limitations. They can try and collect, but if they sue, you have an affirmative defense.

Do you have proof of the age of the debt? If so, send a cease and desist letter, certified mail return receipt. If not, send a debt validation letter, CMRR.
