college apt. problems - PA

What is the name of your state (only U.S. law)? PA

4 girls sharing an apt on campus at college. All were random (nobody selected each other-- all are transfer students) and all are upperclass.
One girl (will refer to as "A") told on 2 of the others (will refer to as "B" and "C") who were having their 2 boyfriends staying there 24/7 (against school policy - max 2 night stayover/week) for a few weeks.
Retaliation begins and girl "C" calls the police saying girl "A" is smoking pot in her room. Police come...search room...no pot or paraphanalia.

First, will girl "C" have any problems for making a false claim?

Obviously the room situation is very strained. Girl "A" wants out of her 'contract' and current and next month's rent back so she can find another place. Would she have a case to get this back? Housing is currently saying it's a roomate issue and they need to deal w/ it. Girl "A" feel threatened by girl "C" and the boyfriends when they still come around.

It is a roommate issue and not anything near enough to break the contract. All 3 girls need to grow up and next year at least room with people they know, or get singles.
