College Problem Please HELP!!!

I am in Texas. My name is September, I attended the University of Colorado at Denver in the Fall of 2002 on a NROTC scholarship. I then registered for classes for the Spring 2003 semester. When I went home for Christmas break, I decided not to return to NROTC and therefore I could not afford UCD. I went online to print out an unofficial transcript for the local college of Lamar University. Exhibit A below. I realized that I was signed up for the spring semester and then proceeded to drop all the classes I had registered for and then I printed out another unofficial transcript. Exhibit B below. I then requested my official transcript. I enrolled and attended Lamar for the Spring semester of 2003. Exhibit C below. In May or June I received a bill from UCD for $14,000. I didn't know why, I had received no previous correspondence from them. I called and they said I was enrolled and owed them for the semester. I then began arguing that I already dropped the classes. Since then, nothing has happened and now I can't go to school anywhere. I don't qualify for the retroactive withdraw or the tuition reimbursement. I hope that maybe you can help me.

You must complete the appropriate section of the Schedule Adjustment Form (Part III) if you are dropping all of your courses.

This form requires the signature of the dean of your college or school, and if applicable, the Office of Financial Aid. The Registrar serves as dean for non-degree undergraduate students (CU Annex - lower level). The Dean of the College of Liberal Arts and Sciences serves as dean for non-degree graduate students (CU-110).

Return the completed form with the required signatures to the Student Service Center, Room 1003, North Classroom.

Your withdrawal is not considered complete until it is received by the Student Service Center.

I just dropped the classes because I did it before classes began for the semester.
If you withdraw from the term on or before the last day to withdraw from the term as published in the academic calendar, there will be no indication of the course(s) on your permanent record, but a withdrawal date will appear. If you withdraw after that date, the course(s) will appear on your permanent record with a grade of W and there will be no tuition adjustment.
