College Transcript Request Denied

Hello. First, let me say thank you in advance for any assistance you may offer. This is a wonderful service!

Here is the issue. Back when I was 17 or 18, I was enrolled in a community college. I was there for about a year, when I left to go to a junior college. Now, I am trying to apply to nursing school and I requested a transcript from the community college. They told me that since I owed them 600 dollars, they would not release my transcript. Now, here's the issue. The money owed is due to a bounced check from my father who was paying for my tuition. To be quite honest, I do not remember if I started school that year before I turned 18 or after and whether my father was the signatory of all debts or I was. To be honest, I don't even know if this makes a difference. So here are my questions.

1. If I was 17 and my father signed the papers, can they still deny me a transcript request? Even though I was a minor at the time?

2. If I was 18?

3. I'll be quite honest. I have a two year old daughter I am taking care of myself. I made many mistakes along the way, but I think I am now on the right track. Is there any way I can plead hardship? I just don't have the six hundred dollars right now and I really want to move on with my life. But if I cannot get the transcript, I may not be able to prove I have taken certain courses.

4. If my new school accepts me, can they request the transcript? And again can the old school deny such?

I think that covers everything. Again, I just want to say thank you for any assistance you may offer.

Until the bill is paid, the CC doesn't have to release your transcript - not to you, not to the nursing school, not to the guy standing on the corner.
