What is the name of your state (only U.S. law)? CO

I live in Colorado and got a DWAI (driving while ability impaired) back in 2008 and I have only two more classes left to be finished with all the court stuff, community service, fines paid, done with probation, the only thing is I have to have the interlock to get a license but i am moving out of the country to Qatar and can not get an International Drivers license as long as i have the restricted colorado license for interlock, I was wondering if I could transfer my license to another state not in the Interstate compact and get the restriction removed?
Any info would help, my wife already left on new years eve and is in qatar now. Her boss is going to try and find work for me when i get there but i need to get this license situation handled first. Thanks in advance for any help.

Nope. No state is going to issue you a license until you have a clean license with Colorado.

Actually I'm not sure you can't get an IDP with the restriction though it would be up to the Qatar authorities whether they'd allow you to drive with such. Of course, your other option is to get an in-country license in Qatar if that's possible.
