Illinois-We rented an office and paid for our business license, but the village will not issue the license until our office has been inspected by the fire marshall and some other village department and we have paid for an occupancy permit. Isn't the building owner responsible for complying with inspection of the property and permits for its occupancy? The lease says nothing about this.

I suggest you read your lease again.
If the lease is silent, then Tenant pays as the inspections pertain to the leased tenant space and not the common area or the entire building.
