What is the name of your state? CA

I live with a small field and one house between me and the sports field of a local high school. Recently the local school boards and schools have decide that it would be good business to upgrade the fields and start renting them out at a much greater rate. So far the school has not rented their field much, so the majority of noise is from their own use, and during daylight hours. The problem is that they are now trying to get stadium lights installed so that they can play games, and rent out the field at night. During games, we get 80 to 90 decibals inside our home with all the windows closed from the PA system. With the added lights, this will create a real barrier to sleep in our home. The school board has expressed that they don't consider their plans to rent the fields as 'commercial' because they are already renting them out on a limited basis. One board member even suggested that a full time employee be hired to manage field rentals. I will continue to try to convice the school board that the lights (and more importantly the PA system) are a bad idea.

So, the three primary questions are:

Are Schools exempt from local laws concerning public nusence?
Are schools required to have a business license to run a sports venue?
Are there any angles that I have missed that could help me prevent a commercial NIGHT sports venue from being installed in my back yard?
