What is the name of your state? Colorado

If in Colorado, a couple lives together and shares a bank account, but has NEVER claimed to be common law spouses, filed a joint tax return, used the same last name or called themselves husband and wife, are they still considered to be "common law" married? If in this same situation, one of the parties will soon be liable for a payroll tax debt incurred at their workplace, and has wages garnished by the IRS to pay for this debt, will the amount be taken from the "household" income, meaning BOTH people's wages, or ONLY the person who incurred the debt?
