What is the name of your state (only U.S. law)? NJ

Hello everyone I'm new here looking for some guidance.

My son was evaluated by the cst in his school this past May he was 4y7m when he had his evaluation. He was given CELF -preschool-2/ EOWPVT/GFTA-2.
The percentile rank are as follows:

CELF
Core Language 18
Receptive 13
Expressive 6
Language content 16
Language structure 4

EOWPVT 42


GFTA-2 5

The CST is saying he does not qualify to be classified as communication impaired and is only eligible for speech services for his articulation difficulties. I'm from NJ and to my understanding he needs to score below the 10th percentile on 2 language test. Am I missing something here he scored below the 10th percentile in 3 areas. I want his motor/fine evaluated also but they wont do it unless he is classified.


I also have the subtest for the CELF
Scaled scores:
Sentence structure: 8
Word structure: 5
Concepts & following directions: 10
Recalling sentences 3
Basic Concepts 7

What did the CST say when you pointed out he was below in more than two areas? Is this a new school? Is it possible you are asking too much of them?

Why was your son referred for testing? Will he be in Kindergarten this year? What benefit do you feel there would be in having him be considered 'communication impaired'? What additional services do you want? Fine motor and language are unrelated domains. Send the school a certified, rr letter requesting that he be evaluated for fine motor issues that you feel will interfere with his ability to learn to write, etc.

At 4 years old, you are at the beginning of a long journey with the school district. Once he is in a classroom, they (and you) will be able to see how he functions daily in the academic environment and that may lead to more sevices if necessary, or you may find that he does just fine.
